I suspect that the package 'flashplugin-nonfree' is using calling
'update-rc.d multiuser' without depending on the version that introduced
that extra feature. This capability was introduced for edgy but is not
available in Ubuntu 6.06 LTS.
Indeed, I found the bug report; opened yesterday and fixed today (with 17
duplicates in that time!):
