Drupal styles itself as a Web Application Framework, meaning that it
allows you to write apps for the web without doing the basic legwork of
user registration and things like that, and making it easy to drop in
themes, plugins, etc.  This application basis makes it useful for both
basic, out-of-the-box websites as well as custom
pull-data-from-MySQL-and-fillet-it jobs.  Perhaps a bit of a learning
curve if you just want a basic website, but your effort will be rewarded
if you ever plan to do it again.

Mambo/Joomla do look good, and also have nice admin features.

I found Xoops to be very open source (read: kind of chaotic). In
particular, the plugins and themes I looked at were often of poor
quality and I don't think I was very impressed with the markup produced
by native Xoops - but this is from playing with it more than a year ago.
