To report a translation bug properly, you typically need to figure out to which program/package the missing translations belong. Since you are new to Linux, I'd advise you to first seek help with that in some Linux Mint support forum. I wouldn't be surprised if you find out that it's mostly MATE specific components, and that translations of those are handled upstream (<https://mate-desktop.org>).
