Bug description:
Issue:-whenever we make small changes in control panel in sugar emulator, it
requires restart.It should not require restart when only small changes are made
and that can be implemented without restart.
To reproduce the bug
1. Run sugar emulator
2. Right click and then select my settings.
3. Make any change and click on ok button above.It will show that change
requires restart
Resolution:-when small changes are made, they should be implemented without
restart.
