I asked for some more information, but left the bug marked as "incomplete". https://bugs.launchpad.net/ubuntu/+source/simplestreams/+bug/2084993 simplestreams only looks for sjson files, not plain json (with or without the accompaining .gpg detached signature). I did some testing, added a comment to the bug; tl;dr is that if not given a full url to a json (or sjson) file, it will default to index.sjson, and there is no index.json fallback. Should there be one? I'm not sure, I guess so, at least if the json one can also be backed up by a detached gpg signature.
