I think the issue here is that postfix doesn't install a hook that
restarts it after update-ca-certificates runs. I asked the bug submitter
to confirm my analysis and marked it Incomplete for the moment, but
subscribed the team.
LP: #1915095 - (Triaged) [clamav] - clamscan modifies atime during
scheduled scans
I added a remote bug watch for the upstream bug [1] and subscribed the
team. The bug remains Triaged with Importance: Low.
