This is much less bad as you'd think.
It is only used for a special compat/upgrading case from pre-bionic.
Due to the special constraints in case you ever service a CVE in ROMs
it isn't even bad for that.
I've explained it on the bug in detail and marked it for 20.10 where
I'll do an upload.
