Looks to me like this is blocked by python-launchpadlib removal (py2 binary), which per https://people.canonical.com/~ubuntu-archive/nbs.html is blocked by python-bzrlib as a revdep. brz Provides: bzr so we should just be planning to remove bzr; however there are some reverse-dependencies of other binary packages built from bzr source that do not have Provides: from brz.
