It has been fixed. The problem was caused by an incorrect password for quantum in nova.conf for quantum_admin_password=<quantum_keystone_passwrod>. The password needs to match quantum.conf's quantum_admin_password=<quantum_keystone_passwrod>. Otherwise quantum service will reject nova's request in client.py's _cs_request function.
