Stig, there are several ways. In this case, I did 'bzr branch lp:ubuntu/puppet && cd puppet && bzr merge lp:debian/experimental/puppet'. Alternatively, you can just dget the source packages from packages.ubuntu.com + packages.debian.org and generate a debdiff.
