This looks like a local configuration problem, rather than a bug in Ubuntu. In particular, if mysql didn't work before, I'd expect the upgrade to fail too. As such, I'm marking this bug as Invalid. You can find pointers to get help for this sort of problem here: http://www.ubuntu.com/support/community Once you have fixed the problem manually, you should be able to run "dpkg --configure mysql-server-5.1" and the packaging system should correct itself by restarting mysql successfully.
