You are correct: clamav-daemon isn't installed.

The wording is rather strong for something that is normal (it may be
left over from when clamav-daemon used to be installed with clamav by
default, as in Debian 3.1; not sure if this was ever the case in
Ubuntu), but since freshclam is normally run in the background from a
script, the user isn't likely to see it.
