It seems like some other process is/was blocking the /etc/passwd file so the postinst script of the clamav-base package couldn't create the clamav user, thus it gave the error message. You could try to check what is blocking /etc/passwd with, say: # lsof |grep passwd Then terminate this process, and then try reinstalling the clamav-base package.
