If $APACHE_LOG_DIR (as defined in /etc/apache2/envvars), server startup fails. This situation is extremely common on a host that has a root filesystem SSD. In this case, /var/log may be put on a ramdisk that is created on each boot. It would be helpful if the apache initscript createad the log directory if needed.
