where all clients are Xp Pro based, I run into this "samba starts before cups" issue and I read all the previous comments. I also gave a quick look to Upstart pages. I did this stupid thing in /etc/init/smbd.conf : start on( local-filesystems and started cups) It works on my ubuntu box, perhaps this is a nice case of "beginner luck" but I do hope it helps others to solve their problems.
