Public bug reported:

In bug 613463, we kind of skirted the issue. The bug was caused when I
added code in eucalyptus-nc that depended on grub-mkimage, and files in
grub-pc. I also added the dependency on grub-pc. That caused a UEC
install bug because grub-pc was then installed earlier in the
installation process than it normally would have been.

We worked around the bug by removing the grub-pc dependency from UEC.

I talked to Collin about this, and he suggested that we should try to
resolve this more correctly, and not depend on grub-pc, but rather
should use grub-rescue-pc as a runtime dependency [1]. Basically we'd
use the mtools, and treat the ISO filesystem from grub-rescue-pc as a
strange delivery mechanism for the files we need.

The end result would be added dependency on mtools and grub-rescue-pc to
eucalyptus-nc, but hopefully no other side effects.
