As far as I know, there is no one working on this right now. From the translations side, what we can do is to give advice on the solution:
All Ubuntu packages in main and restricted need to create a .pot file (also called template) during the build process. That allows translations to be imported into Launchpad and then to be shipped in language packs. The creation of the .pot file is done through a rule in the debian/rules file, which is what rrdtool is missing. that means its translations cannot be imported (although there aren't any yet) and it is not exposed in Launchpad for translation. I'll have to investigate why on Monday.
