This is still the case with Lucid. I change to no in my local config and now ssh is faster. I think it is important for user experience to set this to no by default and anyone needing it can then enable it manually. This is because this bug has now created the impression that ssh when using ubuntu/linux is slow or has a long delay. This is not good from a general experience point of view.
I don't think we should accept slow default settings...or at least ask the question during installation/configuration time.
