No. I have a use case of wanting to pack up my laptop up quickly after using wireless at a client's office where I have to mount a remote Windows filesystem using Samba. Having your laptop not suspend or shutdown (or do it such a bad way it's not funny) isn't very good for my system or for desktop linux (picture a Windows using client interested in desktop linux and watching a laptop doing this shutdown dance).
