The only hint of a problem seems to be this:

Why would the stop action fail, I have no idea. I did an upgrade test from
5.7.11-0ubuntu6 and from 5.7.25-0ubuntu0.16.04.2, and both worked fine.
I'll mark this bug as incomplete for now. If you come across something
like this again, or have reproduction steps that show the problem,
please share and switch the bug status back to "new".
