I also ran into this problem and, after looking into it, it seemed that the mysql user debian-sys-maint didn't have proper access to the mysql server (and hence it couldn't be restarted). Manually updating the debian-sys-maint user's password and grants to the db solved this for me. See the thread at http://ubuntuforums.org/archive/index.php/t-112505.html for more info.
