This bug is a duplicate of #1731502, where samba is installed on a
machine which is not a server and has no network connectivity before
someone logs in. Typically this is a wifi network that is only available
after login.

I suggest you run this after logging in and making sure the network is 
available:
sudo apt update
sudo apt -f install

   nmbd starts fine with no interfaces, but doesn't notify systemd that it 
started
