To stop further disinformation most of PHP 7 is already packaged for xenial:

I think we're missing some extensions so far like: php7.0-mysqlnd (neither in Ondřej's PPA or Ubuntu!) imagemagick (in Ondřej's PPA but Ubuntu has only php5-imagick) graphicsmagick (neither in Ondřej's PPA or Ubuntu!) @Ondřej can you give a little overview regarding missing extension?
