Looks like the rbd driver has been broken out into a separate package[1] qemu-block-extra
If you install that does that fix your issue? 1. qemu (1:2.2+dfsg-6exp) unstable; urgency=medium Since Debian release 2.2+dfsg-6exp, a new package named qemu-block-extra has been created and some less frequently used block backends has been split out of main qemu-system binaries and from qemu-img binary to this new package.
