I have noticed that on my phone (bq Aquaris 4.5) sshd does respond but is noticeably sluggish when the screen is off. I presume this is due to power management setting the CPU speed low or something. You don't mention what phone you are using. Perhaps the power management handling is different on yours? I don't think this can be fixed in openssh as all it does is listen on a socket, which is the reasonable thing for it to do.
