In Ubuntu Precise (12.04) LTS ChangeLog (went out as part of 10.10 it
seems):

    upstart script to fix some bugs where /var/run is not mounted when

However this change did not get ported into Ubuntu Trusty (14.04) LTS.

There are upstart services that depend on this, I don't understand why
this change was mysteriously "dropped".
