Its likely that it is inadequate documentation, or there has been a
change in how the package has been compiled, or a change in a security
setting unique to Ubuntu? or I am making a mistake.

The documentation I followed was,

which is very simple.

I have also followed,

as-a-private-network-dns-server-on-ubuntu-14-04

On top of that I have asked on freenode and the ubuntu-users mailing
list and no one can help.

Having used bind9 on rhel and debian for decade+ This strikes me as very
strange. it is proving very elusive to track down.  Which tends to take
me back to poor documentation or "enhanced" security as likely.  What I
am unsure of yet is if its the ubuntu server or the ubuntu client.  I
guess I need to install Debian 7.08 and bind9 and see what works or not.
