Its likely that it is inadequate documentation, or there has been a change in how the package has been compiled, or a change in a security setting unique to Ubuntu? or I am making a mistake.
The documentation I followed was, https://help.ubuntu.com/lts/serverguide/dns-configuration.html#dns- caching-configuration which is very simple. I have also followed, https://www.digitalocean.com/community/tutorials/how-to-configure-bind- as-a-private-network-dns-server-on-ubuntu-14-04 On top of that I have asked on freenode and the ubuntu-users mailing list and no one can help. Having used bind9 on rhel and debian for decade+ This strikes me as very strange. it is proving very elusive to track down. Which tends to take me back to poor documentation or "enhanced" security as likely. What I am unsure of yet is if its the ubuntu server or the ubuntu client.
