This error still exists in Ubuntu 14.04 with clamav-base-0.98.6. Furthermore, the recommended workaround (remove --purge clamav-base) only works if the clamav user is a local user. If clamav comes from NIS (or, I presume, LDAP), there is no workaround, making clamav uninstallable from the official package.
