ubuntu-minimal depends on upstart and ifupdown, so supposedly you removed that. This is really not a supported configuration.
As for upstart: Debian has a new essential package "init" which depends on systemd-sysv | upstart | sysvinit. We could decide to adopt that. Moving to init-system-helpers for that. As for ifupdown: ;Most desktops, phones, etc. use dynamic network configuration with NetworkManager, there is no essential need for ifupdown. But still, of course you can shoot yourself into the foot by randomly removing packages.
