Before reporting this, I double-checked nis package in:
 - lucid (10.04LTS) 
 - precise (12.04LTS)  
 - quantal (12.10) 
 - raring (13.04) 
 - saucy (13.10) 
nis in all above versions have /etc/init.d/ folder.

Then I read the changelog of trusty, there is no such record about
removing /etc/init.d/.

This is a compatibility Issues. Users will feel very confused when they
were not able to find /etc/init.d/nis.
