Public bug reported:

In the init.d slapd script, -f $SLAPD_CONF or -F $SLAPD_CONF is added to
$SLAPD_OPTIONS only if $SLAPD_PIDFILE is the empty string. This is strange as
SLAPD_PIDFILE is one of the
variables that it is suggested that one could set in /etc/default/slapd. The
result is that if one sets SLAPD_PIDFILE in /etc/default/slapd then setting
also SLAPD_CONF in it will have no effect.
