I installed xinetd after swat. However, when I resinstall swat, I see the message you refer to. It's isn't at all helpful though. The Debian readme doesn't address the problem. The nowait.400 syntax doesn't match anything in the man page for xinetd.conf and the man page for inetd.conf is now ... gone :-) Even the man page for inetd.conf (via google) doesn't mention the meaning of a period after nowait.
