I've spent some time trying to reproduce this problem but all my attempts have been unsuccessful so far.
Using a hardy dovecot server, I've tried to reproduce the unable to connect problem. I ran tests with ~ 200 clients connecting concurrently. I hit the default login_max_processes_count limit (set to 128). Once raised to 256, all clients were able to successfully login.
