You're running the program "to", which is part of the casu package, intended to send a short message to another user on the system. This is probably a minor typographical error. Secondly, adduser is located at /usr/sbin/adduser rather than /usr/bin/adduser. Note the additional "s" in sbin. This another typographical error.
