Bug description:
1) Ubuntu Desktop amd64 impish daily 20211001
2) ubiquity 21.10.6
3) Selecting Russian–Russian should set layout to Russian ЙЦУКЕН and typing
in the 'Type here to test your keyboard' should display Cyrillic letters
4) Instead of Cyrillic letters, English letters appear
