Welcome! I've found the easiest way to test right now, since we're very much on the verge of releasing 13.10, is to upgrade to the development version with "do-release-upgrade -d", and do some of the daily testing here:
http://packages.qa.ubuntu.com/qatracker/milestones/300/builds You'll need a Launchpad account to report results on the tracker.
