I tried the Kannada version of Ubuntu 12.10 and found that except for 'Welcome' page, few button names and a few words here and there, most of the slides are in English. Some of the tool tips are in English. To sum up, the localization doesn't appear to be complete yet. Will that be done at a later phase?
