Title:
  Roaming can not be turned off

Status in ofono package in Ubuntu:

Bug description:
  the phone will go to roaming mode even through roaming is deactivated.
  This might be connected to "national roaming" between o2 and eplus in
  germany.

  - I expect the phone to not roam if roaming is disabled but is does.
  - If I try to manually select the native carrier, I get a list the possible 
networks BUT: all entries have the same name.
  - If I select the native carrier the roaming symbol disappears and the phone 
will use this network for some minutes, but then it goes back to roam in the 
other network!
  - mobile data does not work in the roaming network indifferent if roaming 
data option is enabled or disabled.

  -> a possibility to totally turn  of roaming
