  Cannot lock to a given cellular network provider

Bug description:
  On bq4.5 I would like to manually lock to a given signal provider.
  current behaviour: can manually select provider A but the the phone jumps 
very soon to a stronger signal from provider B and I get roaming. On border 
areas that can be very expensive.

  desired behaviour: manually selected provider A should be kept even when when 
signal lost and other providers available.
  possible variant: be able to define signal strength threshold when the switch 
to provider B is allowed.
