I am assuming the package just needs to be updated. I downloaded the
most current sdk platform tools and was able to unlock using Windows.

Title:
  Nexus 6P fails bootloader unlock

Status in android-tools package in Ubuntu:
  Confirmed

Bug description:
  Option in developer settings for bootloader unlock is selected. 
   fastboot devices does return the serial number showing the device as an 
active fastboot device.
   
   Neither "fastboot oem unlock" or "fastboot flashing unlock" work.
   
  both functions return this: FAILED (remote: unknown command)
  finished. total time: 0.011s

  This failure is specific to the Nexus 6P as I have not encountered
  this issue with other nexus devices, or other phones.
