android-tools-adb package in 𝐔𝐛𝐮𝐧𝐭𝐮 𝟏𝟒.𝟎𝟒𝐋𝐓𝐒 and newer Ubuntu releases uses a structurally different /lib/udev/rules.d/70-android-tools- adb.rules file with no reference to "adbusers","plugdev" or any other group. The file /lib/udev/rules.d/51-android-rules.rules affected by this bug was from android-tools package in an older EOL'd Ubuntu release. So, this bug is solved in all currently supported releases of Ubuntu.
