I don't consider that it's a bug, because in my case :
my 1st SIM is for personnal use and always activated
my 2nd SIM is for professionnal use and only activated when I'm at work.

At this moment, every worked day :
(each morning before going to work) I just have to enter PIN in Network Menu of 
my professionnal SIM to activate it.
(each afternoon after having worked) I switch to airplane mode then deactive it 
and I only set the PIN of my personnal SIM. It leaves my professionnal SIM 
offline. 

By this way, I don't have to reboot my phone every working day. I find
it easy to use. That's why it would be better if a choice («Remember
PIN») is available for each SIM in System Settings (Phone or Security).

If it's really blocking for you, you can remove the PIN of your SIM in
«Security and Privacy» in System Settings.

  Every time after leaving the air-plane mode you are forced to enter the 
SIM-Pin.

  While changing frequently between on-line and off-line this is
  annoying.
