The app author Costales suggested the following which proved to be
effective in recovering lost voice notifications for uNav:

Flash uNav settings for a clean run: From the Terminal app, run these
steps (copy & paste):
rm -r ~/.cache/QML/Apps/navigator.costales_navigator_0.65
rm -r ~/.cache/navigator.costales
rm -r ~/.config/navigator.costales
rm -r ~/.local/share/ubuntu-download-manager/navigator.costales
rm -r ~/.local/share/navigator.costales
Now, reboot your phone and open uNav, go to Settings, go to Download
custom voices and click in the right top corner play icon (a
triangle). Do you hear a voice?"

I used adb shell to do the necessary copy and paste in terminal.
All works now.
