And since users most likely will have to flash their devices in order to get the new version, an overlap is pretty much a requirement. In other words, I think we can get the new system fairly soon, but that not all users will be able to upgrade immediately, because not all apps will have been ported yet. That will of course also be an incentive for app developers to port their apps. I think it's a good idea to have a gradual transition anyway, since there are good chances for regressions when making changes such as these.
