Something similar happens to me regularly with an OpenStreetMap webapp.
I use my M10 tablet to map and contribute to OSM, and at some point, the
keyboard starts to behave exactly like you describe. I haven't find the
recipe to trigger this faulty behaviour yet. For me, the only way to
have a working keyboard after that is to close the app and open it again.
