Following up to my own post. Got some help on #ubuntu-phone on freenode. I didn't mention that the fastboot commands weren't able to see the device after I rebooted.
Seems like I need to use heimdall instead of fastboot for the Galaxy S4. Now I need to figure out how exactly to use heimdall and how to manually download roms.
