I'm the user who wrote that comment, I'm not using rc-proposed (but rc) and I cannot confirm the patch will be included (for example it could always be reverted if a regression in all devices caused by that patch is found) however it was included in mako landing 484 [1] and AFAIK it wasn't reverted.
