Based on the descriptions which started this thread, this seems different than https://bugs.launchpad.net/canonical-devices-system-image/+bug/1532607
It seems it is strictly the dialer app is the item freezing, not the entire shell - as they are able to navigate away from the dialer app to get the green active-call banner. This could potentially be an issue with focus management. I would recommend a separate bug be filed.
