Hey, There is an initial support branch at https://code.launchpad.net/~zaspire/oxide/push-messaging
It implements the latest version of the W3C proposal, mostly the one which got feedback from Google, so it may differ from the Firefox API. Mostly It needs a bit more work and a full review from Chris.
