It looks like the server doesn’t advertise the correct mimetype for the video, and thus the content hub is unable to offer a list of apps that can handle the file. This should be fixed in the next stable update (OTA9, scheduled for January), with a new functionality that will allow downloading any kind of file in the browser itself, for later consumption (see https://launchpad.net/bugs/1354391 for details).
